Steve, I think the difference is the Sheriff and County Commissioners who ran are partisan Republicans, thus the counts are just from eligible Republicans who could vote for them. The Judges are non-partisan, thus everyone could vote for them, and 52,278 did vote . Same for School Board. If you look at the Elections website, there is a "election results" report, and the last page lists the non-partisan positions, and even the "undervotes" who did not vote for that position.

The official results total 33262 ballots cast for Sheriff/Supervisor of Elections/District 3 Commissioner/District 5 Commissioner.
Yet the official results total 52771 ballots cast for District 1 Commissioner/Judge.
Something doesn't look right.
