Update: Dec. 16 - I talked to the Lake County manager of housing services, Cheryl Howell, about this new rule, and she says it is aimed at Counties that manipulated their statistical data, and Lake County does not do that. She knows about the rule and says because we are a rural county, we won't be subject to this rule unless they change some sections. The public still needs to know about this rule, which appears to be expanding the idea of "fair housing" to a new level. It will need monitoring. vj
HUD is about to roll out a new "RULE" known as AFFH or "Affirmatively Furthering Fair Housing" that drastically changes property rights and liberty by how they implement affordable housing in ALL communities. You won't like it, and your County officials are contributing to it by taking HUD grant funds. I talked about it at a recent community meeting, and no one knew it was coming. Elected officials should ask their grant departments if they even knew about this.
This HUD “Affirmatively Furthering Fair Housing“ rule (see links below) was in the comment period earlier on HUD’s website, and now it is being rolled out. Read the article and thank every Democrat for how they will be modifying property zoning for forced integration. One article said they could force a city to change zoning on an empty lot in a NEW neighborhood for an affordable housing complex. This is happening because your government leaders keep signing up for those Federal grants that have strings attached (just like Common Core). The article says that Westchester County, NY is being cut off from $17-million for not forcing local cities to build more subsidized housing in their communities.
At some point, if Lake County agencies, Government and Cities keep taking Federal money, they apparently will be forced to implement this rule. Wanna bet the wealthier Villages, Howie and Mount Dora are first? Next Tuesday, the Lake County Board will be accepting the “Caper” report which lists some of the Federally funded CDBG & other projects they are implementing. By accepting HUD funds, they will soon be expected by this new rule to:
- Take surveys of all neighborhoods of ethnic mix percentages. Notice that is neighborhoods, not cities.
- Make housing plans to “redistribute” low income people more assertively into higher income neighborhoods. This is done to equalize the ratios of ethnic groups in ALL neighborhoods. This also means rather than busing low income students to more prosperous area schools, the process will facilitate moving low income people and children into all higher income neighborhoods.
- One reason for doing this is that HUD believes that low income minorities are being discriminated against if the prosperous neighborhoods have a job center, or a Publix and the low income areas do not. Rather than force Publix to build in low income neighborhoods, they expect Counties to force cities to greatly expand affordable housing in wealthier neighborhoods. Based upon my readings, it appears we will see cases where even single vacant lots in wealthier neighborhoods may be mandated to be an affordable housing building rather than a single residence like the neighbors. - Results could be high density multi-home units with zero lot lines and limited parking - in your housing tract.
Thus the time is NOW to STOP taking Federal HUD grants. HUD will go after the larger cities and counties first, and unless this somehow is reversed, it may at some point apply to Lake County.

Many critics called it "social engineering," while others said it was "racist in nature" or "anti-federalist." A common complaint concerned the "higher rates of crime" that frequently accompany subsidized housing.
“Counties and cities receiving HUD grants will be required to submit detailed integration plans to Washington. Rejected plans threaten funding. “ “"The rest of the country needs to understand how this will affect them if these rules go through," Astorino said.
“Some are heeding his warnings. Officials in Rindge, N.H., for example, are reconsidering accepting HUD grant money out of fear the agency will demand changes in the town's zoning laws.”
“"Discrimination in HUD's view no longer has to be behavior or criminal acts or anything like that. It is statistics," Astorino said. "And so what they're saying is, if a particular neighborhood has a disproportionate amount of whites, then de facto that community is (exclusionary). And HUD will be the final arbiter on land-use decisions based upon the statistics that they provide going forward."
“"We are not satisfied," said HUD's Donovan. "There are no stones we won't turn. There are no places we won't go. And there are no complaints we won't explore in order to eliminate housing discrimination."
And in a separate Palm Beach "Oversight" article (link below) , they say that a Kelo court decision would let "Obama use Eminent Domain to transfer your property to his inner city constituents for the sake of 'economic development'"
More details and links are below. I have been waiting until this rolled out, and it seems they are doing it now. ALL agencies should clearly evaluate halting all HUD funding and grants, including CDBG and others. And, why didn't you know about this from grant managers or your Florida associations?
The issue isn't about keeping minorities out, but many people work hard to buy and live in prosperous neighborhoods, so why import people who didn't work hard into communities of successful people. It is purely a redistribution of property values, and a move towards socialism. The HUD rule seems racist because it focuses on blacks and latinos.

Local governments and States that receive Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons With AIDS (HOPWA), as well as public housing agencies (PHAs) are required to affirmatively further the purposes of the Fair Housing Act. Think again. If you live in a predominantly White and /or prosperous suburb - the Obama regime says you are racist and discriminating against inner city blacks. The Kelo decision on Eminent Domain gives the government the precedent to seize your house and property as they see fit for such social experimentation if taxation can be shown to be an economic benefit. The notorious 2005 ruling in Kelo v. City of New London, upheld the use of eminent domain to transfer property from one private owner to another for the sake of economic development. What that means, is that using the precedent set by SCOTUS, Obama can use Eminent Domain to transfer your property to his inner city constituents for the sake of 'economic development'.

Wake up call - not isolated, and it is out for rule approval, and then when approved, will be HUD law of the land and take away local control and zoning.

HUD wants him to sue local communities to remove restrictions. It is potentially discrimitory.
Thus single family lot can be converted into apartment building project to reduce "discrimination".
