I am told the “science” used is junk science, and the first Committee, run by Senator Dean who filed the bill, approved it.  So now it moves to the Agriculture Committee.

Also, I tried to READ the bill, and it is horrendously written and hard to understand.   Senator Dean and others must have gone to the Nancy Pelosi school of writing Obamacare bills, because it seems intentionally to be poorly written so no one will know what is in it.    I used to audit contracts and grants up to $600-million in size and most were written clearly, but why does the public and legislature accept such writing atrocities.  When Ronald Reagan was President, I remember two of his cabinet members found Federal laws and regulations were so badly worded, they both published guides on getting rid of gobbledegook writing.   For that reason alone,  SB-1576 should be killed.   This bill murders the English language, ignores the concept of clear writing, and responsibility to ensure an ability to understand it.  Every attorney involved should lose his Attorney license for bad writing.

Another reason to KILL the BILL is the huge number of “shall” statements.  In the first 10 pages of the 38 page bill, there were over 30 shall statements.  Liberal attorneys use those as the basis to then SUE the government when the government can’t do all of them.  In my view, all “shall” statements should be replaced with MAY statements, thus can’t be the basis for Democrat induces lawsuits.  

AND, another reason to KILL the bill is that the former Mayor of a local city said they just spent over #3-million to upgrade their sewer system to meet tighter environmental rules, and this new bill exceeds the rules they just met, so apparently, for that reason, many cities are against the bill due to regulatory over reach by the authors.

View it in your browser.   Tallahassee Update on "Springs Protection" Legislation On Thursday morning, March 20, the Senate Committee on Environmental Protection and Conservation heard Senate Bill 1576, Springs Protection.  Senator Charles Dean introduced the bill and a newly amended version of the bill.  Following the approval to consider the amended bill, he yielded to Senator David Simmons to explain the bill. After questions from the committee, public testimony was heard.  Many environmental groups spoke in support of the bill giving it wonderful accolades.  A few others spoke cautiously about the bill.  CPR was present and offered reasons as to why the bill will not accomplish its stated objectives using the points outlined in our last newsletter.  No Senators on the committee were persuaded to consider such challenges, siting the need to “do something now.”  Each Senator on the committee voted favorably to send the bill on to its next committee, the Senate Agriculture Committee.  The Agriculture Committee usually meets on Monday but, it will not be meeting on March 24.  CPR will keep you apprised of its next hearing.     Dan Peterson, Executive Director [email protected] 407-481-2289   visit us on Facebook | forward this email to a friend
