The committee was filled by liberals who added thousands of mandatory "SHALL" statements raising cost of government and reducing freedom of property owners and taxpayers. An example is the "SHALL" statement that approval for a new residence "SHALL" set aside 40% of the land space for open space. Once these requirements were embedded into the Comp Plan, the professional County staff must address them for permits, land uses, etc.
Soon after, two of the liberal Lake County Commissioners were voted out, and Commissioner Campione and others championed rolling back several of the most onerous restrictions set by the liberals.
A much more flexible approach would be to use the word "MAY" instead of "SHALL". The legal meaning of the two words is immensely different.
Donald Trump has invoked a rule that for every new regulation, two need to be deleted. The Lake County Commission needs to implement a similar action by removing ALL "Shall" statements from the Comp Plan and replacing them with "May", which provides a lot more flexibility and doesn't lock current County Commissions, Planning & Zoning Boards or staff into rules set by anti-Property Rights liberals on a Committee (and the Board) in 2010.
This is what happens when voters don't know how many liberals have intentionally filled "non-partisan" local government City Councils, Boards, Committees and Commissions.
