Kristina Smallhorn is a vlogger on real estate in Louisiana and has 790,000 subscribers. She has many followers in the industry and covers many related topics including ADUs (Accessory Dwelling Units or Granny Shacks), manufactured homes, affordable homes, etc.
She provides an informed overview in her video below of a new Biden Affordable Housing Plan just issued. There is a lot of solid info in her video as well as the actual plan (linked below) which describes many new grants that will be available (IF implemented) including TRAINING grants for homebuilding students, etc.
"The government is finally addressing the affordable housing crisis that has been in the making for the past 15 years. Over the next 5 years, homebuyers may be getting relief from high home prices and lack of supply of affordable homes as this action plan addresses rents, modular homes, manufactured housing, ADU's and panelized construction, AKA Pre-fabs. REMEMBER, this is just a PLAN, not a congress approved legislation item. Some parts can be implemented now within the Executive Branch, and others are dependent on Budget or Congressional support.

Here are my observations on this "Plan":
- This is a very broad based "all of government" plan
- It improves processes and financing for manufactured homes.
- It stresses use of ADU's
- It provides funds to train more construction industry workers
- It pushes RENTAL home supply and increases the percent of foreclosed homes that can only be sold to individuals, not volume investment buyers
- It incentivizes more rural area home construction
- "The President’s 2023 Budget includes a proposal for $25 billion for Grants for Affordable Housing Production"
- There are a lot of components and OPPORTUNITIES, so review it for the areas of interest to you. There are some for developers, individual home buyers, local governments, etc. Then monitor the program for when components roll out or DIE.
