Yup, a small group of schemers established a process to charge teacher candidates $2500 to have a proxy test taker take their place to pass a required certification exam.

Harris County District Attorney Kim Ogg is expected to announce criminal charges Monday against five people accused of participating in a teacher-certification cheating scheme that allowed unqualified teachers to work in local school districts.

It started in 2020 when Covid erupted.
Over $1-m in fees collected.
Scheme was well known among teacher applicants.
Investigation took over one year.
Applicants drove up to 4 hours to just this center after prior fails and then passed, and the DA discovered this pattern.
Candidates would pay $2500 in fees to have a proxy tester sit in their seat and pass it for the candidate.
Proxy tester sometimes logged into multiple screens for multiple applicant tests.
Over 400 payment transactions using Zell.
One guy took over 430 tests for candidates.
